COR℠ vs ISO 45001 — what’s the difference?

COR™ = the Canadian construction safety standard, recognized on most public projects in Canada. Issued province by province.

ISO 45001 = the international health and safety management standard, valid in 140+ countries.

In Ontario: the two are now legally equivalent for public tenders (Bill 20, May 2025). If you already hold ISO 45001 and work in Ontario, you may be eligible for a COR℠ equivalency without a separate audit.

What is COR℠?+
The COR℠ (Certificate of Recognition) is a national occupational health and safety accreditation in Canada. It verifies that your company operates with a structured, audited safety management system. It is not a legal requirement in Quebec — but it is frequently required on public projects and by major clients in Ontario, Alberta, and BC. If you work outside Quebec, you'll likely need it to bid.
Who needs COR℠?+
Any general contractor (or major subcontractor) working on: • Federal or provincial public projects • Projects in Ontario, Alberta, or BC • Projects where the owner requires a safety accreditation as a bidding condition In Quebec, no provincial body issues COR℠ — it is a national certification issued province by province by construction safety associations (IHSA in Ontario, Energy Safety Canada in Alberta, BCCSA in BC).
COR℠ in Quebec — does it work like ISO 45001?+
Not universally. In Ontario, Bill 20 (May 2025) legislated equivalency between COR℠ and ISO 45001 for public tenders. If you already hold ISO 45001 and work in Ontario, you may qualify for a COR℠ equivalency without a separate audit. Similar equivalency paths exist in Alberta and BC. In Quebec, no equivalency legislation exists. If you work only in Quebec, COR℠ is not required. If you bid outside Quebec, check the requirements for that province. Certiv tracks the standard that applies to each of your projects.
Does Certiv issue COR℠?+
No. COR℠ is issued by provincial construction safety associations (IHSA, Energy Safety Canada, BCCSA, etc.) — not by Certiv. What Certiv does: tracks your certifications, alerts you before expirations, and keeps your documents organized for audits.
Does Certiv track CNESST compliance in Quebec?+
Yes. Certiv tracks your CNESST registration, incident reporting obligations, and occupational health and safety compliance status for your operations in Quebec.
